Polyulyak M. M. D.I. Mendeleyev and customs and tariff policy of the Russian Empire at the end XIX - at the beginning of the XX centuries

The article is devoted to the activity of the famous scientist D.I. Mendeleyev. Among the scientific inheritance of D.I. Mendeleyev we consider the customs and tariff politics and the means of its realization as the subject of special attention. In opposition between the supporters of policy of free traders (free trade) and protectionism (state defenses of domestic production). D.I. Mendeleyev occupied positions of hard defender of domestic production. D.I. Mendeleyev proved that protectionism but not policy of free traders must be basic. Russia must understand and accept rational protectionism, because it was historically tested and justified everywhere.
