ліберальна доктрина прав людини розроблялася і використовується для захисту й захищає переважно (а подекуди й винятково) права панівних та домінуючих етнонацій.
По-третє, етнонаціональні меншини, не покладаючись лише на ліберальну доктрину прав людини, посилюють боротьбу за свої групові, колективні права (все частіше, на жаль, вдаючись при цьому до терористичних актів), що активізує і загострює наукові дискусії навколо індивідуальних прав людини та колективних прав етнонаціональних меншин.
Враховуючи нинішню ситуацію і виходячи з потреб забезпечення етнополітичної стабільності в поліетнічних державах і у світі в цілому, було б, на нашу думку, доцільно, по-перше, підтримати ідею про необхідність визнання групових, колективних прав етнонаціональних меншин не лише законодавством окремих країн (як це має місце сьогодні), а й міжнародним правом. По-друге, відмовитися від існуючої практики ранжування і, тим більше, протиставлення індивідуальних прав людини та групових, колективних прав етнонаціональних меншин; по-третє, розпочати конструктивний діалог між прихильниками і опонентами колективних прав, а, по-четверте, посилити пошуки компромісу, найкоротший і найбезпечніший (але, мабуть, найбільш тривалий і складний) шлях до якого пролягає через доповнення індивідуальних прав людини груповими, колективними правами етнонаціональних меншин.
