modern educational policy in Ukraine. The author analyzed the actual state of the efficiency of the national educational potential and by means of the system method determines internal and external effectiveness, the criteria of efficiency, effectuality and productivity.
Practical recommendations concerning the opportunity of use of historical experience in conditions of reforming of system of public administration of education are offered. The results of research can be used in teaching activity.
