Диссертация посвящена проблеме разработки эффективной системы организации управления долями государственной собственности в промышленности. Выполнен анализ действующей системы путём исследования регламентирующих документов, анализа эффективности работы государственно-частных предприятий и работы уполномоченных лиц по управлению госакциями в Одесском регионе. Установлены негативные и позитивные факторы действующей системы, сделан вывод о её неэффективности. Разработана новая система, в которой применён ряд решений, обеспечивающих качество, широкую реализацию и защиту государственных интересов при корпоративном управлении АО. Предложена методика оценки эффективности управления долей госимущества.

The dissertation is devoted to designing of the system of effective management for state shares in government funded industrial enterprises by free market conditions. It was analysed and extended the grounds of creating and functioning of organisational management structures and the role of state management institutions in market conditions. It was made the analysis of available system of organisation of management for state shares in industry of Ukraine, which consisted of the two parts: researching the structure and methods of organisation the management for state share of industrial property of Ukraine on the ground of analysis of laws and other regulating documents, analysis of effectivity of the work of government funded industrial enterprises and the work of authorised persons (AP), managing the state shares in Odessa region. After the results of the analysis it was recovered the positive and negative features of available system. As the negative features it was defined: assignment of the functions of organisation the management to the institution, which is not potentially able to effectively manage this process; unsufficient warranty of providing the state’s interests in the corporative management in JSV in general case; absence of mechanism of operative management in the JSV by AP; absence of effective mechanism of money stimulating the labour of a AP; situation of “double governing” between an AP and chairman, assigned by state in the case, when state’s share is more than 51%; compound and ineffective mechanism of AP’s co-ordination from the state; unlimity of number of the shares, assigned to a one AP; condition of deposing the security, which makes the serious brakes in the process of assigning the AP; insufficient effectivity of mechanisms of protecting the risks from the damages in the case, when the state share is trusted to a juridical person. As the positive features it was defined the simplicity and optimality of the scheme of organisation the management by the “trust” method, and reliability of its effectivity, approved by the practice of developed countries and postsocialist states of Eastern Europe. On the ground of results of the analysis it was defined that the available system is ineffective.

It was elaborated the new system of organisation the management of state’s share in industrial government funded enterprises, in which it’s applicated the set of principles and decisions, providing the effective and competent management of state’s share and wide realisation and protecting the state interests at the corporative management in JSV. It was proposed: the structure of organisation the management of state’s share in industry, the principles of organisation of assignment of an AP; the complex of decisions for providing of AP’s entering into the main managing institutions of a JSV; conditions of assignment of an AP and his responsibility; organisation of money stimulating the AP’s labour after the combined scheme; conditions of simultaneous assigning the set of state shares to a one AP; order of the work of AP and its co-ordination from the state. Also it was proposed the methodic of estimating the effectivity of management of state share, based on the analysis of private participation of AP in process of management of JSV, and estimating the economical indicators of resultativity of managing the enterprise: estimating of property’s condition, estimating of financial condition, estimating of using the circulating capital, estimating the resultativity of JSV’s activity and profitability of share holding; estimating the action’s rating.

The important principal features of the dissertation elaborating is its sufficient simplicity of application to a practice as it bases on the main principles of the available system, and also the ability of applicating the elaborated methods and decisions in the other economical spheres, such as transport, agriculture, trade.
